cgroupfs-mount software package provides Light-weight package to set up cgroupfs mounts, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cgroupfs-mount
cgroupfs-mount is installed in your system.
Make ensure the cgroupfs-mount package were installed using the commands given below,
$ sudo dpkg-query -l | grep cgroupfs-mount *
You will get with cgroupfs-mount package name, version, architecture and description in a table
